BUDGETING PROCESS

Preparation of the Fact Sheet in order to confirm all project relevant numbers. Confirmation and review of standards and specifications provided by the Operator. Assist Client, Project Manager and Interior Designer in initial listing per item and first draft of Project Programme.

Liaison with Project Manager and Client in order to obtain confirmation of all goods provided by the Client, e.g. purchase orders to be placed by General Contractor, to ensure no item duplicates are purchased.

Prepare target budget in consultation with Project Manager / Client. Provide budget update report on regular basis. Prepare final budget. Advise Client / Project Manager of potential cost savings based on alternative sources, substitutions (only if approved by Project Manager, Client and Interior Designer).

SOURCING

Compile list of qualified vendors, suppliers and contractors for bidding and submit for approval. Recommend alternate sources and substitutions for budget savings to hotel compliant quality.

TENDERING

Prepare bid packages and supporting documentation and issue to qualified bidders as reviewed in ‘sourcing’.

Upon receipt of the offers, prepare bid analysis reports, taking care to verify such items as quantity, quality, manufacturer, sizes, taxes, import duties, spare parts, freight, delivery terms, warranties and maintenance periods, etc. All items to comply with ‘fit for purpose’ standards agreed for the project.

Produce ‘best price’ analysis showing lowest price for each line item and creating a negotiating yardstick for target cost.

Organising of Table Top Presentation and other important hotel OS&E products to Project Manager / Client for item selection and approval.

Prepare comparative charts to analyze the prices of different suppliers. Negotiate with short listed vendors to achieve the best price possible for budget economy.

Review bid analysis summary and budget update reports with Client and submit for final approval to agreed procedures. Upon approval of the successful bidder issue purchase orders and contracts for signature and place with the third party on Client’s behalf. Arrange payment terms in consultation with the Client.

MANUFACTURE & DELIVERY

Co-ordinate with all vendors and contractors the timely submission of required samples, shop drawings, material data and a quality approval procedure. Create manufacturers approvals procedure from purchasing consultant to designer to Client.

Prepare master detailed delivery schedule, which is fully coordinated with the construction and Hand Over schedules. Liaison with the Freight Forwarder in regard to the freight, customs clearance and certification.

Monitor delivery schedules and submit weekly receiving report updates to Client. Arrange delivery to designated storage facilities in accordance with approved delivery schedule ensuring compliance with installation plans.

Obtain all required warranties, flame retardency certificates, operating and maintenance manuals, titles, etc., and submit to Client for approval prior to issuing manual post completion.

Provide for replacement of damaged or unaccounted goods (This should be largely avoided by factory visit to check finished goods and quantification prior to being dispatched). Consider that items will be sent directly from supplier on the expected date.

INSTALLATION & HANDOVER

Check access and delivery routes. Supervise installation on site. Monitor quality and quantity. Co-ordinate installation and Hand Over schedule with vendors, suppliers, contractors and General Contractor. Weekly delivery and receiving sheets.

Cooperate on final inventory with the Project Manager and Client’s representative. Arrange warranty repairs and/or replacements during defects liability period.

POST COMPLETION SERVICES

Check and verify all the invoices and supplier payments. Confirming manufacturers warranties dated from Practical Completion and filing same into a warranties manual for Client.

Providing handover manuals showing specifications, source, price and delivery of all items purchased for direct reordering during operation.

OWNER'S / OPERATOR'S REPRESENTATION

In order to help our clients (investors or operators) to meet their program objectives in respect to OS&E, we assist by providing professional advice and OS&E procurement supervision to the client’s appointed procurement team. Our service covers:

OS&E programme planning
preparation or review of the existing Bill of Quantity (BOQ) for the OS&E
required in the project
professional and realistic advice in respect to the BOQ
professional and realistic advice in respect to the Brand / Model / Supplier selection
supervision and counsel of the procurement process (either to Procurement agent
or Owners purchasing office)
protect the budget and ensure no budget overruns
ensuring timely scope completion of the involved OS&E related parties
control of the delivered goods and supervision of the hand over to the Operator
closing the project with final inventory and budget reconciliation

SNAGGING SERVICE

Snagging of millwork, visual parts of MEP and FLS, complete FF&E and OS&E. Snagging process covers rooms / apartments, corridors public areas, back of the house, exterior areas (if needed). Snagging process includes specifically:

detailed check of all the elements specified in ID Specification sheets in each and every room / apartment and area
FF&E and OS&E specification compliance
all snags are being noted in the report with description and / or photo
snags can be marked physically to help with de-snagging process
reports issued on daily bases
